    Overview of MES: Dan Meszler, as the principal researcher at MES, is directly responsible for the performance of all MES operations.  Through Mr. Meszler, MES offers over 30 years of experience and expertise in a wide range of energy and air quality issues, with particular emphasis on transportation sources.   Moreover, since this expertise is offered through the structure of a small personal services business, MES provides all clients with effective and responsive representation enabled by close, one-to-one, project administration and performance.

    Mr. Meszler's experience spans both the regulatory and private sectors.  From 1982 through 1993, Mr. Meszler was employed with the Maryland Department of the Environment.  At the time of his departure from state service, he was responsible for developing and implementing state policy related to all aspects of mobile source emissions control.  In 1993, Mr. Meszler joined Energy and Environmental Analysis, Inc., an engineering consultancy, where he continued work in the energy and air quality fields, investigating a variety of issues for a wide range of public and private sector clients.  At the end of 2002, Mr. Meszler left Energy and Environmental Analysis to form MES.

    While it is difficult to provide an all-encompassing and detailed listing of the specific areas of expertise that MES offers through Mr. Meszler's services, the following list represents a general overview of the types of issues and analyses he has performed in the past:

  • Software development using applications ranging from assembler language, FORTRAN, and C to today's widely recognized spreadsheet, database, and statistical analysis programs,

  • Conformity analysis and review, and

  • Regulatory support and documentation development.

  • Although MES is a personal services company, no project is too large or too diverse to implement through our approach.  MES has established working relationships with a number of other firms that are available to supplement MES expertise or labor constraints.   Through the appropriate implementation of subcontractor arrangements, MES can offer services on projects of virtually any size and complexity.  Of course, such arrangements are implemented only after detailed discussions with our clients and appropriate assurances that the effective and close personal interactions offered by MES representation can be maintained under a multi-contractor approach.
